Why are you converting this document? Did the customers ask for this or is this being implemented for some other reason (such as organization directive)? If you know why you are converting the document to hypertext, it will help you answer question such as:

• Am I meeting my conversion goals? Along with higher customer satisfaction, you should meet any other conversion goals (such as reduced maintenance) when you're done with the project.
• What will you use to evaluate how successful the conversion was? Having metrics will enable you to measure the conversion's success.
